Abstract: Rural areas are recognized by type of settlement and the surrounding areas, where agricultural and forestry practice was performed. This settlement model lasted until the advent of industrialization, implemented at different rhythms for developed countries and that is also reflected in a long and severe process of rural depopulation for city cores. Currently, the urban population continues to increase, while rural decreases, reaching with frequency ratios that lead to concentration problems, given the scarce opportunities for development and innovation discoveries in rural areas, instituting a repulsive character to the fixing population in these spaces. Nevertheless, in the last 30 years or so, there have been models that support the maintenance and preservation of rural areas, especially multifunctionality models, in other words, the concentration of several different functions in these areas in an attempt to energize and attract young and skilled population, with city roots phenomenon titled naturbanização. As it relates to the Cinfães municipality, in this territory since the middle of last century that the demographic decline is significant. However, Cinfães presents full potential, which are divided between the scenic beauty of the Montemuro mountains and unspoilt nature that surrounds the Bestança river. It is a town with numerous points of interest among which stands out the historical and cultural heritage, traditions still very marked by a full population of stories and memories, in addition to the tranquility and safety of small towns, but where there are still a number of specialized services. If we associate all these advantages to promote new opportunities, Cinfães municipality will gain new momentum.

Abstract: With the development of information technology, enterprises are facing new challenges and opportunities in talent introduction, training and management. Since the epidemic era, the economy of enterprises in the information field has been severely hit, among which small and medium-sized enterprises are the most seriously affected, and enterprises are facing new challenges and opportunities in talent introduction, training and management. The innovation ability and performance of information talents are crucial to the development of enterprises and society. The rapid development of information technology has put forward higher requirements for the demand for information talents, so it is very important to establish a scientific and effective innovation performance evaluation mechanism for cultivating and selecting excellent information talents. This paper summarizes the research results and experience in the innovation performance evaluation of information talents at home and abroad, analyzes the existing problems of the existing evaluation mechanism, and proposes the Innovative Performance Evaluation Mechanism for Information Talents (IPEMI-Talents), which includes improving the evaluation index system, innovative evaluation methods, The effectiveness of IPEMI-Talents was verified by strengthening the application of evaluation results and improving the fairness and transparency of the evaluation mechanism. The innovation performance evaluation mechanism for information talents is of great significance to improve the innovation ability and comprehensive quality of information talents.

Resilience in Brazilian’s Older Persons with Visual Impairment: A Marginal Effects Approach

Abstract: Background: Resilience is essential for healthy ageing in a society where people live longer and face increased individual adversity risks. This study investigated the association between visual impairment and resilience in Brazilians aged 60 and older. We explore personal, sociodemographic, and economic factors that influence the impact of visual impairment on the psychological and social support aspects of resilience outcomes. Resilience was operationally defined at an individual level as an outcome through self-report measures, expressing the preservation of psychological dimensions such as motivation, emotional well-being, and social support in the presence of visual impairment. Method: Data from the Brazilian National Health Survey (2019), a population-based, cross-sectional study using a Partial Proportional Odds Model and a marginal effect at the means to make the results more interpretable. Participants included 21,699 older adults with an average age of 69.5 years; 55% were women; 35% exhibited partial or permanent visual impairment, and 53% were considered resilient. Results: As the severity of visual impairment increases, the likelihood of resilience in older adults decreases for both men and women. Resilience increases with age, regardless of the severity of the disorder. Older men were more resilient than women in all categories of visual impairment. Regardless of the severity of the disorder, unscholarly participants show greater resilience. Participants who rated better health status had better resilience levels. Conclusions: This study suggests that, beyond the positive association with some sociodemographic factors, resilience is strongly related to cultural factors and self-perceived health status among older Brazilians.

The Dowry and Its Securing According to the Josephine Code of 1787

Abstract: The study is dedicated to highlighting the provisions on the legal regime of dowry (the so-called marital property) and its security, enshrined in the third chapter "On the rights of spouses" of the first part "On personal law" of the Josephine Code of 1787, which regulated marital relations in the Habsburg monarchy. First of all, the author analyzed the state of scientific research of the specified problem both in the European science of the history of law, and in Ukrainian in particular. The main attention of the study is focused on the characteristics of the features of the legal regime of dowry, as well as the conditions for its securing according to the Josephine Code. The article sets out provisions on the persons obliged to provide dowry, on the type and size of dowry property, on the terms of its provision, on the procedure for using it, including the husband's right to usufruct, on compensation for damage caused to dowry property, on the conditions of return dowry, etc. Norms on the procedure and conditions for securing of dowry, on the persons obligated to such securing, on the terms of its securing, on the amount of such securing, etc. were also considered. In conclusion, the author substantiates the historical and legal significance of the Josephine Code. It was found that the provisions of the Josephine Code on dowry and its securing were the basis of the corresponding norms of the following civil codes of the Habsburg Monarchy – the Civil Code for Galicia of 1797 and the General Civil Code of the Austrian Empire of 1811.

Abstract: In recent decades, the Brazilian agribusiness sector’s communication has been regarded as an interactional action responsible for encouraging farmers to actively participate in a mutual exchange and learning process within the dynamics involving state agencies, production chains, consumption chains, and other elements related to the abribusiness sector. Considering this context, the Brazilian Confederation of Agriculture and Livestock (CNA) established the National Committee for Women in Agriculture (NCWA), an initiative aimed at increasing female participation in the Union System, in addition to developing female leaders in the agricultural sector. In view of data obtained by the Brazilian Agribusiness Association (ABAG) indicating that more than 30% of Brazilian rural properties are administered by women and that they have played a prominent role in addressing the issue of sustainability for the sector, the establishment of the Committee demonstrates a pursuit of mobilization of the female public toward agribusiness development. Thus, this study is aimed at tracing and understanding the dynamics of the digital communication used by CNA to mobilize the female public to participate in the National Committee for Women in Agriculture. The study's methodological approach includes reviewing the specialized literature and analyzing CNA’s social network communication geared toward mobilizing the female public, based on the Content Analysis methodology. Specifically, we collected Instagram, Facebook and Twitter posts released between August 10 and September 10, 2022, the Committee’s first month of operation. At the end of the study, we found that CNA has no mobilization actions in its networks and that its online communication channels adopt the rural extension known as productivist diffusionism, which prioritizes the transmission of information instead of the mobilization of publics for more active participation.
